A motion can stop a subdivision

The Vancouver School Board authorised a surplus consultation on the eastern portion of the Graham Bruce site on 29 May 2023 and voted to suspend the subdivision on 25 September 2023.

Almost every file I read in this series is a process that ran to its end. This one stopped.

On 25 September 2023 the Vancouver School Board voted to suspend the subdivision of the eastern portion of the Graham Bruce site. No instrument was executed. The site is intact1.

That is a finding about instruments working, and I want to state it before anything else, because a series that only reports the cases where a record went quiet would be describing a system nobody would recognise. The mechanism has a stop in it. This is what the stop looks like on paper.

Four months, dated.

The consultation was authorised on 29 May 2023, in closed session. The Facilities Planning Committee heard the item on 7 June 2023. The Board voted to suspend the subdivision on 25 September 2023. The parcel under consideration was the eastern portion, 0.39 hectares of a site of 1.98 hectares1.

From authorisation to suspension is 119 days2, a little under four months. From the committee hearing to the suspension is 110 days.

The fraction that was on the table.

The proposal covered 0.39 hectares of 1.98, which is 19.7 per cent of the site3. In acres the whole site is 4.89 and the parcel 0.964. The remaining 1.59 hectares was never in question.

A fifth of a school site is a small thing to read about and a large thing to lose, which is the reason the fraction is worth printing rather than describing.

The same shape appears twice in ten years.

This is the second suspension in the district’s ten-year record. On 3 October 2016 the Board suspended the school closure process it had opened, and none of the eleven schools identified were closed by 30 June 20175.

Two stops in ten years, and what stayed in public hands
Each marker is a dated public record. The bar beneath runs from the suspension of the subdivision to the date this record was read, during which the published record carries no further step on the eastern portion.

Seven years apart, two boards opened a process and then closed it without disposing of anything. Whatever moved between the opening and the closing in either case, the mechanism accepted the reversal. Most of what this series reads is the other kind of file, where the question was never posed in a form that could be answered no.

What a stop leaves behind.

Policy 20 sets out six steps, and they run in one direction: a title search, consultation, a surplus resolution followed by survey plans and a public request for proposals or tender, an application for Minister approval with appraisals, a disposal by-law, and the transfer of title6.

That sequence describes a path forward. A stop appears nowhere in it. So a stop produces no record of its own kind: no statement of what changed between May and September, no accounting of the interval, and no status determination for the parcel the next morning.

As at 17 August 2026, the date this record was read, the published record carries no further step on the eastern portion. That is 1,057 days7, two years and eleven months.

The record read for this piece does not carry the reasons recorded for the suspension, and I am not going to guess at them. They print below as an open gate8, and every sentence in this piece is written to stand without them.

A stop that leaves no record.

A stop that leaves no record becomes, after a decade, indistinguishable from a process that was never opened. Someone reading this file in 2033 finds a whole site, a suspended item, and no account of what the district considered or why the consideration ended.

There is an asymmetry in visibility as well. The authorisation sits in closed session. The suspension sits in the open record. A reader can see the ending of this process more easily than its beginning, which is an unusual shape for a public file and one that only appears when someone lays the dates out in order.

The four months of committee time, staff time and community attention have no line either. That is the recurring cost this series keeps arriving at from different directions: the work of considering something is real, and the instrument that considers it has no field for what the considering consumed.

And the parcel now sits in the same undated condition as the surplus site read here on 31 August9. In that case a status was declared and no instrument followed. In this case a status was considered and no determination followed. Different starting points, the same silence afterwards.

It reads one file in one district, and what it establishes is what the record contains, which is four dates, a fraction of a site, and nothing since.

A closing note on any file a board stops.

One paragraph, appended to the resolution that suspends the process, recording three things: the date the process stopped, the point in the sequence it had reached, and the status of the land the next morning.

None of those three requires a reason to be given, and none of them constrains what a future board decides. They record that a question was asked and set down, so that the next reader knows a decision was taken rather than that a file went quiet.

None of it binds a future board. It settles whether a reader in 2033 can tell that the question was asked once already, and stopped.

What I conclude is narrow and I think it holds. A board that stops a process has done something consequential, and the record of a stop is thinner than the record of a start. That asymmetry is not neutral. It means the easiest decision to make is the one hardest to review later.

If you sit on a body that has ever stopped something it started, ask whether the stopping is written down anywhere a stranger would find it.
